Provincial Nominee Program (PNP)
Provincial Nominee program is an agreement between CIC and individual provinces/territories to facilitate the selection of immigrants by a province/ territory, allowing greater flexibility for specific needs to be addressed. Provinces/territories establish their own criteria and processes to nominate immigrants.
Most of the provinces in Canada have participated in the PN Program. Since the criteria vary among the provinces, you should visit their websites for more information.
Before submitting an application to immigrate to Canada, a Nominee must first receive a Provincial Nomination Certificate from the province/territory. After a successful nomination by a province/territory, a separate application must be made to Citizenship and Immigration Canada for your Canada Immigration (Permanent Resident) Visa. A CIC officer will then assess your application based on Canadian immigration regulations.
The Province of Quebec does not participate in the Provincial Nomination Program. Rather, the Governments of Quebec and Canada have entered into a series of agreements, by which Quebec has established its own selection criteria for all economic immigrants who indicate their intention to reside in that province.
